Pure white is difficult but if you just want to get away from blacks, head to the mountains, especially in North America. Hispanics will populate mountain areas but blacks are scared to death to go there. Go on wikipedia and pick any random mountain town in the US and you'll see the black population is pretty much always in the low single digits and often below 1%.
The other thing about mountain towns is that life at the bottom is more difficult than in a highly populated area. There are less government services, less community organizations, and just less of everything, including people. If you're not the type of person who can at least take care of the basics for yourself, it's hard to get by. There are many poor people in the mountains but those poor people know how to support themselves. Housing projects aren't something you see much of in the mountains.
