There is here in PA, if someone is under 18, you can be 4 years older than them and legally have sex. For example, a 20 year old can get away with banging a 16 year old, and a 21 year old can plow a 17 year old and not go to jail.
Any younger than 16 regardless is automatic jail time, I think it's a fair system.
