A plan for the relocation of jews started as early as the 1890'ies but officialy i know of its beginning in the first world war. Read: Balfour Declaration.
The Balfour Declaration ended up not really going anywhere and the jews were looking for alternatives, Hitler was willing to make them an alternativ and help them get to either palestine or Madagascar among other plausible locations.
