The US government and various establishments in collision with it, give students loans for bad / imaginary / worthless degrees.

Most students do not think "oh, I will take out 100,000 in student loans to get this worthless degree".

They have no guidance or restrictions from the loaning entity about how the money is spent, and therefor they are free to make very bad decisions with that money.

The way money is loaned out to students needs a significant overhaul.

No one would loan you 100,000 dollars to buy a 10,000 dollar car.

This is the fundamental problem. "The Dream" was never about having every new gadget or "keeping up with the Joneses". Those are cultural pressures established by Corporations.

The American Dream has always been about having the opportunity and the freedom to live the life you would like to live, to pursue to the activities you would like to pursue, to worship what or who you want to worship, and to have your voice heard by your government.

The idea that everyone has to be successful is new and untrue. People make poor choices. People fail. The American Dream just gives you the opportunity to try again.

Opportunity does not equal guaranteed success.
