It doesn't have anything to do with that, the Italian military was fine. The main problem was an awful command chain and generals that were corrupt and unable to achieve simple things. Rommel was terrible with logistics but Italian generals didn't even know the very concept of logistics.
Their navy also performed poorly despite some decent ships here and there.
