The real clue to what is going on is where the principal describes the potential violent activity of "strong boys" (presumably men pretending to be high schoolers). Of the half a million who applied for asylum in Germany in 2015 a third were "children" or described as "under 18". Germany has a 'dont ask dont tell' policy of not checking biological age at point of asylum claim similar to Sweden.
