Hence, it is up the individual states to decide for themselves. Just cause marriage laws aren't specifically mentioned doesn't mean they aren't generally mentioned. There is no special snowflake exclusion of marriage laws and states don't have powers under the 10th explicitly denied to them under the 14th.
