Men draw more people than women to movies. Women are replacable and do not have the star persona of male actors.
Actors are not paid for their work or ability, they are paid for their name, they are paid for the tickets they sell. Acresses simply do not sell as many tickets so they should not be paid as much. Actresses are far more replaceable in their roles.

The ones that care about the actor or actress in the movie the most, are women.
Actors are always a bigger and more reliable draw to a movie.
