Currently the licenses are divided up into classes and take months to get and weeks after getting your license to even buy the gun, after that there is limitations on ammunition buying, storage (ammunition and bolt of the gun must be kept separate from the gun itself in two separate safes). Firstly, if you shoot someone in the leg you are an idiot. Secondly, if you did shoot someone in the leg, it would be considered using deadly force because you intentionally fired a gun at someone, therefore, intent to kill is imputed if the act was intentional.
