I think most of us understand deep down that it's a matter of nurture with black people. The bad geographic position, the lack of power, the shitty culture. It's not the human being in itself, but that environment where you grow up, what kind of parents you have, the daily activities as a kid and the kind of friends you make, the opportunities and so on.
Black people can be really truly based, same with arabs, gypsies, latinos and so on. It's just that it's extremely hard for them to achieve that with the lifestyle choices they adopt and the shitty culture.
Even in Africa if you pay attention, you realize that there are some countries where they at least try to improve, like Botswana and Senegal and Tunisia. Like other science communicators he may not have contributed that much to actual research, but getting kids and the general public interested in science is an important job.
Even if those people never become scientists themselves, it's important that they have an appreciation of it, because ultimately most of the research and exploration wouldn't be possible without their tax money.
It's also pretty rare for someone to be nerdy enough to have a deep understanding of such topics as astrophysics, while also being socially adjusted and charismatic enough to draw audiences.

I question whether Tyson's actually accomplishing that, though. It seems like all the people who've jumped on his bandwagon are peers of mine, folks who grew up on Bill Nye and the Mythbusters and in some cases Mrs. Frizzle, who were already staunchly pro-science before they decided that Chocolate Carl Sagan was their messiah. I've seen not a single bit of evidence that he's having any influence on the upcoming generation, rather than contemporary hipsters and legbeards caught up in a meme.
