No, I lived in these areas. It all goes back to not being taught strong values by their elders. They're not taught to work hard in school or life. School is raciss. School is for white people. So they all fail. The district takes away funding for the school. This affects the neighborhoods. They're taught it's easier to collect welfare than to rise out of poverty. The potential intellectual youths are either getting killed prematurely by their neighbors or they're failing out so they can't reap the affirmative action.
