The real problem in Latin America is the complete lack of land reform and the pandering to the wealthy oligarchs.
Typically whoever tried to stop the oligarchs got killed or replaced by US intervention since the Latin American oligarchs all had business ties to the US.
The solution then in Latin America and the US is to have an anti interventionist anti neocon in the whitehouse (Trump) who won't try and destabilize the rest of the Americas.

Pinochet in the long-term left Chile a stable country with a decent economy and healthy long-term prospects. Compared with Chile's other regional neighbours which have constantly suffered instability, corruption and unstable, debt-laden economies I really can't see why that's a bad move if the US goes the Chile route.
