Korean government can talk big about immigration but most Koreans won't accept a non-Korean neighbour. They'll probably take in more foreign workers and attempt to integrate them, only to realize they won't successfully. Besides, SK doesn't have enough social security or quality of life for them to leech off freely so I doubt they'll stay long, unless working 70 hours a week in a country with pretty shitty labour standards compared to the West.
