My dad grew up in a town called Fort Pierce, Florida. It has a fair share of blacks. As a matter of fact, it's where the first record case of HIV/AIDS occurred--of course amongst the blacks there.
The city had once been very prosperous all the way through the 1960s due to the citrus industry, a budding port, and cattle ranching. Aside the port, this is a common heritage with many Florida towns.
From 1920 to 1960, the town saw its population go from 2115 to 25,256. No social issues or anything yet, and the population was around 30% black. Successful town in a growing state. But what gives for its condition today?
Integration.
I've heard from not only my dad but older folks, black and white, that the times back when the towns were separated (mostly by choice) the times were better. Blacks didn't want to be around whites. They had a working relationship but distinctly separate cultures. The black parentS were fervent supporters of the local black sports teams, schools, businesses, etc. If one looks in the photographic archives at candid street shots and old school photos, one can see genuine smiles on every face. Integration was the first strike in their social cohesion.
The next big strike was the destruction of traditionally black jobs. The railroads were big in Florida as they were in Louisiana, Georgia, and so forth where lots of blacks were porters, railyard mechanics, engineers, and so forth. Many of their jobs were automated or made obsolete by the discontinuing of most passenger train lines in the United States. In addition, many blacks were longshoremen in the ports and they, too, found their jobs automated. Made in Florida used to be a big thing. With all the labor laws and such that were passed, we saw the gradual decline of the manufacturing (particularly garment) industry here.

Things were shaky in the 1960s but it was okay overall. Notice there was still a glitzy Hollywood regency Palm Beach dream still about Florida in the 1960s--all over the state. Miami is a good microcosm of this but this is about Fort Pierce.
The 1970s arrive and with that economic turmoil all over the country. The beginnings of joblessness. The heightening of hopelessness.
Cocaine hits it big here in the 1970s.
Shortly after in the late 1970s and very early 1980s, you see the crack epidemic occur and that puts the nail in the coffin. It's steadily downhill from there, you've got HIV/AIDS as mentioned before and now even fewer and fewer jobs. An economically healthy black town is often the first thing to die in a bad economy I've noticed because their economy is based largely on the services they provide. With every step towards automation that is taken, they are hurt even more. It doesn't help that their population has grown too fast for the amount of jobs their communities can support.
I forgot to mention that many of their jobs around here as well as in other parts of the south came from the construction industry. Think of the massive construction booms that occurred in the 1910s with the streetcar becoming big, the 1920s with the automobile (whole cities were created overnight then), the post-war era and the massive move to build housing for returning vets on the GI bill--cities were often doubled. This occurred into the 1960s. The level of craftsmanship in the homes of the 1910s-1930s is something to behold that I'm sure you all have seen. Even a working class man's apartment was solid brick construction with nice wooden floors, wainscoating, beadboard, crown moldings, and so on. Believe it or not but it was black working men that built that.
Most of the big mansions in Miami and Palm Beach were constructed by the blacks.

Last thing to add. The blacks never moved to where the jobs are because of the entitlement programs begun by the Johnson administration, as another poster noted. There was no need to. If one gets a low-paying job the boost in income is not really worth it compared to the entitlement benefits one can get from doing nothing. The entitlements are taxed upon a job being procured. You can see how it's just not worth the struggle and it's better in their mind to sit on the porch and drink malt liquor.
They have no education or hope. Their jobs are mostly gone--and in Florida mostly replaced by spics. The government put a lot of them from their 'slum housing' into "radiant garden city"-style projects inspired by the all time biggest ego Le Corbusier--he invented the vertical slum ghetto in Marseilles, France. This was copied en masse here in the 1960s and 1970s for use as project housing. There are various sociological reasons as to how this housing contributes to crime but that's an essay for another time, possibly a new thread.
I hope this sheds some light on it. It's a combination of issues. They are culpable of course, but government failure is a major contributor to their problems.
