That's not how it works. The delegates pledged to Rubio vote for Rubio in the first ballet, you can't tell them to vote for someone else via an endorsement. They become unpledged and are free to vote for anyone in the event of a contested convention.

It's a little more complicated than that. Most of them are bound to Rubio on the first ballot. Some can be released to vote for whoever. He can tell them to vote Cruz, but they don't have to. There's a few of them that have to vote for Cruz if he tells them to.
