Shes just trying to get the women's vote. Deep down she knows the statistics are flawed. Any half brain dead person knows the statistics are flawed due to the fact the statistics they spam everywhere for propaganda don't take into account the fact women often work lesser skilled lower paying jobs in general compared to men, hence why they average out to be less when you look at the statistics as a whole. Once you remove that though, you find there is no actual pay-gap. But letting people know this fact about the statistics isn't good if your goal is to muster up as many votes as possible even if it means misusing statistics to obtain a specific goal, like becoming President.
This is the downfall of democracy, a political can troll less intelligent people into voting for them based on misinformation. Once the misinformation spreads it's basically impossible to clear it up, people hear it and spread it and hold onto it for the rest of their lives and nothing you say will convince them otherwise.

Men and women don't work the same jobs. They are making the same when they work the same jobs, but on average men and women choose different careers.
And that's not a bad thing. Do we really need more women garbage collectors? More women construction workers?
