He has in theory considerable power, but it has since 1945 never been used, because the political system in Austria was that the two main parties (black and red) divided up the country and *everything* was decided beforehand, in part by people who were elected by noone, only represented certain interest groups.
And by everything I really mean everything: from wage increases to inflation (ok, the Euro changed that). If there was a red football club, there also had to be a black one; if there was a black bank, or insurance, or motor club, there also had to be a red one. The TV was red, radio black. I'm not kidding, everything has a color in Austria. The Austrian post-WWII was actually legal, institutionalized nepotism. Don't even know how it worked, but somehow it did make us wealthy. There were no strikes, because those would have to be organized by the unions, which were mostly red, so the government itself.
This comfy post-war order is now completely over. Of course this also comes with certain risks. My guess is, red and black will now try to integrate blue into the system as a third party; essentially buying them off.

Hofer had 36%. Van der Bellen had 20%. It doesnt mean the first needs 14% more and the second needs 30%. We can presume that everyone who voted them, will vote them again. The only question is, what will the rest do. If the rest that voted someone else splits up 50/50, Hofer will win. And as I said already, it's probably pretty much 50/50, ÖVP/Lugner towards Hofer (like 80/20 for Hofer/Vdb), Griss/SPÖ slightly towards Van der Bellen (like 70/30). So I heavily doubt that the rest splits up so much in favor of Van der Bellen, that he has a chance. It's just way too easy to give reasons why not to vote for him. E.g. the youth organization of the green party once used "in order to love Austria you'd have to be shit". b (and more likely) ) new elections will be held - probable outcome, FPÖ wins, ÖVP third. Strache becomes Kanzler, industrials open their largest and most expensive bottle of champagne.
The only way I can see preventing this are DRASTIC reformes in the SPÖ. Today, maybe, or after Hofer dissolves government.
