He needs somebody who is a pretty good foreign policy wonk. Rubio fits that bill, and happens to be from a swing state. One of the things that sunk Romney's campaign (aside from people not wanting to vote for a Mormon) was Paul Ryan, who was basically the all-politics version of Romney; they were both economic and budgetary policy wonks.
Diversity of expertise is important on a ticket, even if the VP isn't all that important in reality. Biden satisfied that need for Obama. Rubio could do the same for Trump.
On the other hand, I find it hard to imagine Rubio wanting to hitch his wagon to Trump this way. If he starts polling competitively with Hillary, he may take a shot, but if the polls don't move by June, I think he'll decline, even if it's offered. Rubio REALLY wants to be president, and it's hard to get there with a failed run on the bottom of a ticket; it's why nobody gives a shit about Sarah Palin.
