I mean Reinhard was a good ruler but he was also a little baby who got at least half of his success served on the platter for him.
First of all, he'd never succeed without his whore sister being whored out to the Kaiser.
Second of all, if he never had Siegfried, he might have lost in the first season already.
Third of all, he only ever managed to get close to beating Yang in combat when he had vastly superior numbers. When the odds were even (and by eve I mean Reinhard still had a ~50% advantage in numbers "only"), Yang won. He literally would have killed Reinhard if it wasn't for the politicucks.
Hell, they even admit at the start of season 4 that after Yang's death, Reunetal was the best commander in the universe, better than the whiny baby Reinhard.
Reinhard's only real positive trait was that he kept competent people in charge and wasn't as self-centred as most nobles. His military success came from having a dozen or so of competent Admirals under his command (Reunetal and Mittermeyer together being probably better than Reinhard + the rest of them combined). On the Alliance side, there was just Yang, Bewcock, Attemborough and later Merkatz. The only advantage the FPA guys had was superior troopers (due to Rosen Ritter) and fighter pilots (due to Poplin & co.).
