My fellow Americans don't generally understand that the king or queen of a monarchy is coronated by the church. The church grants the king his authority, then the king becomes God's vicar on Earth, the Defender of the Faith and the Divine Ruler of the Royal Subjects.
In the case of Russia, the Orthodox Church crowned Czar Nicholas II. It has always been the most powerful church in Russia's history and it survived many centuries and many rulers by controlling the throne.
The reason a secular government could never hold power in Russia is because the Orthodox church could easily overthrow it. The Soviet government HAD to be officially atheist to prevent the church from regaining power.
