The French hard right has remained subdued for many years because it is infiltrated by intelligence agents and under constant surveillance. They are the prime target not the mudslimes. Any move results in warnings; even legal things like registering in a shooting club and learning to shoot. The hard right will stay put until the mudslimes create enough chaos to seriously disrupt civil order, or until a favourable gouvernment is elected. Otherwise they spend a decade in jail for nothing.
As for the official announcements, they are propaganda. A way to shift the focus from mudslimes to the hard right and paint them as the real evil. The socialists are sold out to the mudslimes and would do anything to protect this voting groups.

That seems to me to be absolutely insane, especially in the wake of the attacks over the past year. Why waste resources on people who haven't really done anything while ignoring the segment of the population that massacres people in concert halls?
