It is an either or sort of situation. the degenerates do not pass government regulations because the business owners do not have to, meanwhile every degenerate drug user gets a helicopter ride. This also causes their business to go downhill because they will want to stay in business rather than just force the hand of the state onto these people.There would be some sort of penalty for every addict that does not get the pass.
