In the Terra School District, rules and funding for Murica Elementary are defined by the kids of student council themselves. In following students Hillary and Trump on their mission to become student body president of Murica Elem, readers both young and old will see the political and social issues from their real world adapted to an all-too cute and definately familiar setting. When not at the school, readers will see inter-school struggles at Terra Learning District's conference building, where student council leaders of the other racially-based schools come to battle it out in defense of their own institution's agendas. Such is the world of 'Commander and Cute'

Sure you can. There's rich material to mined out of any setting transposed into a school environment and it's a popular trope right now.
One problem you're facing is that you missed the boat a little bit on the real circus. This year's primary was primo meme material. Emotions were running high especially on /pol/, there was a big climactic finish, and now everyone needs a rest. You're not going to get a lot of mileage with Guacbowl Yeb! because we did that already, it's been resolved, and the memetic itch has moved into new pastures.
This is a weird time because we're in a limbo of sorts after the primary but before the general election kicks into gear. That mindspace has been filled with a lot of international stuff, Brexit and the dissolution of the EU, etc.
Now once the general starts, the whole landscape is going to change. Hillary and Trump are going to choose runningmates, there'll be developments in their various policies and scandals, new memes and soundbites will emerge, and very likely everything you created now will be rendered more or less unrecognizable in the context of the narrative. My advice would be to take this time to work out stuff like art direction and maybe do some practice one-offs, but hold off on starting any kind of story arcs until you have a better vantage point on the road to November.

>what do the voter constituencies in the student body look like? are Bernie and Hillary still fighting for the affection of the black kids? do the hispanic kids go to the same school, or do they sneak in from Los Zetas Academia on the other side of town? are they always trying to play futbol on Murica Elem's school pitch and that's why Trump wants the fence?
>are the Jews an element here? who's Soros? maybe a rich parent bankrolling them to screw with the election?
>does /pol/ or at least the alt-right have a presence, maybe trenchcoat-clad basement kids with fedoras always causing trouble? a chance to poke some fun at ourselves
