I see this like this: different agencies start to compete with each other kinda like The King's Musketeers and the Cardinal's Guards thing, making parallels structures. Everyone tries to grab as much power as possible to increase their ranks and to much fighting happens under carpet. So Putin put his most trusted man as their single boss who will put them into place and limits their dangerous struggles.
