Detroit had some of the best neighborhoods in the country. There are 4 story homes with 4,000+ sq. ft. (Not including basements) that are dirt cheap and located within downtown Detroit.
Detroit was considered the Paris of the West, and rivaled NY, besting Chicago and LA. It is only ironic and sad that with the influx of niggers to Europe that Paris is now considered the Detroit of the East.
Even though the auto industry stagnated, that doesn't exclude the fact that Detroit is a shithole. Other "rust belt" and middle class cities evolved instead of dying, like Pittsburgh and Seattle.
Niggers are the bane of civilization. How European countries can consciously look at the US and say "importing niggers seems like a good idea" is mind-boggling.

I think you underestimate how extreme the "white flight" was in regards to Detroit. Before the auto industry moved into the city, Detroit was little more than some shanty town.
The auto industry brought in the people and the money to grow Detroit into an established city. Also, mainly due to the space available, the middle class in the prosperous Detroit were more inclined to buy their own home as opposed to renting, as was more popular in cities like New York.
When the major auto companies moved their factories from Detroit, it all fell apart. Tack on the riots and the subsequent white flight and there was nothing productive left in Detroit to make it worth putting any money into.

It's not dead just yet though. There's a looming debt and pension crisis, but most people acknowledge that IF the right investments are made, the city can recover some semblance of a tax base (mostly around the Amtrak station, light rail and and BRT lines) which can be used for blight removal. This, in turn, would begin the slow process of de-urbanizing the abandoned parts of Detroit. Which, in turn, would reduce crime to a reasonable level and allow said tax base to grow modestly.
Basically at this point with the auto industry moving south there is no reason to suck them off anymore. Hipsters (with money) from Chicago, Toronto, etc all want transit access. M-1 got priority funding over Semcog because it offers more immediate benefits to Detriot itself (and Semcog would need M-1 anyway). Grew up in the Metro Detroit area. Still live here (in the burbs, of course). Here's what happened in a nutshell..
1. Following WW2, there was a building boom creating suburbs outside of Detroit. Those who wanted bigger lots and bigger homes moved out.
2. Coleman Young became mayor and basically told white people to "get the hell out of my city", they did.
3. Shift in the auto industry caused them to move a few factories out.
4. Three days of riots and arson convinced anyone who could afford to move out to move out.
5. Now here's where it accelerates...
6. Reduction in population causes drop in tax revenue.
7. Reduction in tax revenue causes decline in city services, road condition, police & fire.
8. The reduction of #7 cause more people to move out, which means go back to step #6 and keep repeating.
Right now, the real problem is low population density. Where the city could afford to keep a residential road in shape when there were 50 homes on the street paying taxes, it can't when there's only one home left and they don't make enough income to pay taxes.
Detroit cannot be fixed because the only solution would never pass the legal test. The only solution is this...
... forced depopulation of large areas. Instead of 1 or 2 houses on a street, force people to move into concentrated areas where city services can be maintained, and then let the rest of the empty areas go back to nature until they can be slow rebuilt.

When passengers disembark they will only stick to within about a mile of the station. Which means a well policed area + sit/lie/loiter ban means no riff raff. This is especially true when both Semcog and Amtrak are able to use private railroad police (since they don't own the tracks). If done right everything will be fine.
Ignoring it doesn't work, because remember that niggers will drive everywhere regardless if they have a license or not. The only way that does work is keeping them inside a certain area (easier with transit) and policing those areas heavily.

Ever wonder why the auto industry chose Detroit? It was close to ore and water shipping routes, but also already had a certain industry base, and was a major producer of wood-burning stoves and ovens (which are close enough to engine blocks to make Detroit competitive). Detroit used to have the "world's largest wood-burning stove" at the Michigan State Fairgrounds. It wasn't as big but it was also not comparable to a Western mining boom town.
