You can get temporary permit (which is required for permanent permit and then for citizenship) if 1) you are lucky and slip within yearly quota. Its usually about 1500-2000 persons per year per region. 2) you are applying for military service in Russian army 3) you are investing in Russia certain amount of money 4) you are professional in certain areas (not sure which ones get free pass, but I'm sure driver doesn't count).
