They're organised, its part of a bigger problem the gypsies have. They get ferried around the town/country to beg, and each gives their "earnings" to the boss, which they get a percentage of. Its basically the only way gypsies know of to make money, aside from stealing and buying scrap metal.
I've spoken to one of those "bosses", and he hates being a gypsy. He abandoned his son who had lighter skin because "I'm a gypsy, my father was a gypsy, but my son won't be". They fucking hate that they're sandniggers/Indians.
