The IR flash bulb thing? Yes I believe that was him and I think those shots are incredible

For those unaware weegee fitted IR flash bulbs to his camera and shot IR film, he got candid shots of people in theatres etc. Since the flash was in the IR spectrum no one actually saw him taking the pictures
