If you go to aperture f10, lights will have that star burst look like you got in the lower right.
Experiment with shorter exposure times. Your lights are blown out, especially the neon signage. If you use Lightroom, you can slide highlights all the way to the left to bring back some of the details lost in the lights.
I like the reflections in the water. Try showing more of the water: one third sky, one third city, one third water. Those reflections are where the magic happens. Also, the long exposure time makes the water look mystical.

Barrel distortion in your lens makes the vertical lines lean in, particularly on the sides. In Photoshop, there's a filter for easily correcting verticals called Adaptive Wide Angle. You can find tutorials on youtube

Mtion blur is good to have in a photo. The street sign pole in the foreground seems purposeless. You could probably Ps it out. I also dont know why the focus is so much toward the close part of the photo, and falls off about at the point where the car and bus are. The fence in the background is soft, and the boring ground and pointless light pole in the front are super sharp comparitively. Off to a good start though, I only complained cuz you asked for crit.

Sunset pictures are kind of lame. Getting colorful pictures of the sunset doesnt really require any more skill than pressing a button. If you make the colorful sunset be a secondary element to a more interesting subject, they really do a lot for a photo. Sunset pictures have already been played out.

You can practice with the tools to make sure you know what they all do, sure, but trying to learn processing without a photo is like trying to learn to race in a car that has no engine, asking about your turning technique. Besides that, it's not to bad, not much to look at and its about as cliche as you can get but I'm not nearly as opposed to that as most people on here are. The vanishing railroad gives it some motion but once you look at that there's nothing to focus on subject-wise. Next time you should try shooting from more angles like kneel down or climb a tree or something, shots at eye level don't seem as interesting as something shot from an angle which people aren't used to. Motion is the best thing you had going here but even that could be much stronger. You could also try to bring out more color with post processing but what with the awful vignetting that was so easy to fix I'm guessing you don't know how to do that.

This is pretty much useless. Framing is much worse then the first one and the black and white doesn't work with this image at all. The no trespassing sign and the light pole distract from the motion that was in the first one. Also because these are both somewhat lacking in subject matter you need color to keep it interesting.
