Great scene, but it looks like you took it on a low fat potato. Why are you at f/5.6?
Why does ISO look so tragic? did you get the exposure wrong, and then crank it in post, but ruin it, and then try to bring it back with noise recduction?
Generally, for night sky stuff, you want to be wide open (f/2 would be great) at something like ISO 1600 or 3200

It definitely does. I was using kit lens on a d3100. I didn't want to shoot with a wide open kit lens (which would have been f/3.5 I think), so I stopped it down to f/5.6. I also didn't want to go up to 800 ISO, because it usually looks horrible once I get up there.
In retrospect, I should have used my 35mm prime instead.

Generally for night sky stuff, high ISO noise is fairly easy to deal with in post, since almost the whole sky is black and you can do wonders with a levels tool.
As for ISO 800 looking terrible, look at the image you just posted. Because there wasn't enough light for ISO 400, your processing to try to make it look correct has made it look terrible. Get the exposure right on the scene, and you'll be much happier.

It was two shots, but taken from the exact same position. One photo was focused on the rock in the foreground, and the second photo was focused on the stars. The depth of field was too short to get the stars in focus when the rock was in focus. I lit the foreground with the light on my cell phone. The seem between the two photos is hidden in the shadow of the mountains
