The Helios 40-2 (85mm f/1.5) is a lot of fun. I shoot most of my portraits with it.

They've gotten somewhat cheaper. I got a new one on ebay for ~$380 two years ago. It's plenty sharp when stopped down, and at f/1.5 the bokeh is beautiful and it's sort of flatteringly soft for portraits.

Any lens close to the original double Gauss design has swirly background.
Appears one can create quite swirly bokeh by attaching a mask with hole to hood of 50mm
prime. Heavy vignetting, of course.
(Just a quick test. A plastic snus tin perfectly fits in chinese rubber hood.)

I'd like to have a Helios 40 myself. I'm sure the happy Helios owners have big galleries full of wonderful swirls they want to share with us who still resist the urge to get one.

Not really, no. It would look like ass if you try anyway.
Any classic Tessar / Triplet / Biotar design or something similar with a fast aperture will do this.
Helios and old Russian lenses are notorious for it since they are all knockoffs of Zeiss designs after war reparations from WWII
