I develop them for 90 seconds, usually around 23 degrees. I need to under-expose the positive a little to get a good negative, properly exposed positive seems to spend the negative somehow...
Thought the colors- they go completely out of whack. You have that cat photo there where the hat seems perfectly red. Not knowing how much you tweaked it, I'd find it hard to get those colors.

Yeah, same, one stop underexposed is the way to go for good negs. A bit of a shame you have to choose one or the other.
For getting nice colors I think it's all in the washing.
I try to use as cold water as I can, as I know that warm water will fuck everything up (pic related). On the cat pictures I did minimal tweaking, they came out that nice almost straight from the scanner.

Though sometimes things will be fucked for no apparent reason.
This one was washed really carefully yet it has a super yellow cast to it.
Could be influenced by the ambient light, but most of the light here comes from a flash with no gels on it.

You know what the weird thing is about your picture (in a good way)? When I saw the thumbnail version of it, I could swear it was some strange, stylized imitation of someone's face by how the shadows and the cats are arranged. It was pretty surprising to expand it and see that it was really three cats and not some clever shadow capturing.
To get an idea of what I'm seeing: the cat on the far right is the left eye, the cat in the middle is the nose (and the shadow beneath it are the lips). The last cat on the left doesn't quite fit into the profile of a face, but I hope you see what I'm talking about.
One of the few times a photo has made me do a double-take. Keep it up!
