Kinda helps if we know what type of camera you'd like (slr, mirrorless, compact, bridge/zoom, etc) and what you'll end up taking pictures of (portraits, sports, parties, street, etc), what features are important (tilt screen, viewfinder, video, etc).

The difference is this. A DSLR is a Digital Single Lens Reflex camera. Reflex means it has a mirror that reflects what the lens sees into a viewfinder, and that mirror flips out of the way when you take a photo. A mirrorless camera does not have this mirror, meaning the physical size of the camera can be a lot smaller, however you don't get a true optical viewfinder. Someone else can probably explain it better than that but that's the essence

I got a used 50D in perfect conditions for 320 euros.
In my opinion, if you dont have a lot of money, invest on used stuff. Just watch out for scams.

I got a 50D not a 550D for 320 euros.
But i have also a 600D, i bought it brand new when i started to do photography in a serious way. 600D is a good camera to start, in my opinion. So, yeah a 550D will be cool, too.
Im sure you can find a 550D for less than 300$, maybe with 18-55 lens kit

I plan to buy the body and lens separately, since most people sell the 550d body only. What's a good inexpensive lens that is the jack of all trades, master of none?

Or are lenses much like guitar pickups, whereas the body, in this case, the guitar body doesn't really make a difference?

In my personal opinion, it's better having a good lens than an expensive body. Remember also that full frames cant support ef-s lens. So if you find like a 1D mark ii for 200$, remember that it will use only EF lenses. And these lenses are very expensive.

So, first you have to know what kind of photos you want to take, and then we can suggest you a cheap but good lens

The lens plays a much more important role. If the body is DRAMATICALLY better, it can be worth it to choose body over lens, but that is not the case in this instance. Focus on getting a body that can do what you need it to do, without getting distracted by marketing, and then get the best lenses you can afford.

Any normal focal length lens will be able to capture images like that. Even middle/low quality ones. The kit lens that comes with the cameras is very inexpensive, and provides plenty of quality for that.

Okay I guess. Do you think a entry level DSLR with 'stock' lens, whatever you guys call it would outperform a iPhone/smartphone camera?

Recently I have been taking more pictures then usual with my note 4, and I notice that the quality really leave much to be desired.. The pictures aren't sharp, the colors are either too saturated or dull.

It absolutely CAN outperform an iPhone. Whether it WILL or not is up to how you use it, but it shouldn't be very difficult at all, and a few cursory looks at the camera manual when you first pick it up is enough to get you there.
