He may tone multiple copies of the image then stack them as layers and basically fade and adjust to get the various tones in together.
Since it's a lot of cyan and red at play there he could be doing a very red layer, a very blue layer then the standard image on top and just erasing through certain parts of the standard image to bring the colour through.
It's a rough idea but I could imagine it would replicate it to some extent.

the grading is basically curves, where i played around with the end point of the individual red green and blue curves. i added some contrast and clarity, moved blue towards aqua increased the saturation of yellow and orange and added some split toning with yellow/orange highlights and aqua/blue shadows to further accent everything

These are what I would want to come home with if I ever made it to japan, I love that neon light, with the misty rain look.
Made plenty of adjustments to get this, these where the most important ones:
Put a VSCO preset (afga portrait) on it in Lightroom, pushed blacks, pulled whites then took it to Photoshop.
To get the Bloom i made a copy of the layer blurred it heavily, changed blendingmode to "screen" and set opacity to around 40%.
Then many rgb curves with masking to bring out different colours.

I started with photography about 6 years ago, and was always interested in post possesing (sometimes to much). Started with gimp, moved to ps (because 16 bit per ch), did many different tutorials from different sites, lurked pp threads on p, tried to coppy looks and failed many times before getting to know photoshop. I think its very important to spent time in photoshop, playing around with pictures.
Some tools in ps that I almost always use, so starting here is a good idea:
curves tool. Figure out what it does and how to use it, use r/g/b separately to get nice tones.
Layer Masks. Get the effect where it is needed not on the whole picture. You can use manual masks (paint with black/white), gradients, make saturation masks, or edge mask to sharpen only egdes (and not all the noise) etc.....
Blending mode of layers. Copy your picture and look what different modes do. make a white, black, red or a gradient layer, try all the modes and look what happens... and so on
It takes some time to understand how ps works....
Oh, and understanding histogramm is also very important.

LR上の補正は極端なホワイトバランス調整で大きくバランスを崩し明暗別色補正で崩れたバランスと逆の色を当てる感じです。
この時は光の三原色を思い浮かべると良いと思います。
Nikでグローを追加するのはハイライトが不自然になったのを誤魔化すためです。

After setting up the image, I apply the gradation color filter, along with glamour glow effect and soft filter in Google Nik.

看板のハイライトの階調が無くならないように撮影時は上の写真の様にかなり暗めに撮影します。
LRでは簡易HDRのような処理をしています。
またISOを上げる必要がある場合はNikでデノイズ処理を行っています。
簡易HDRを行う場合はISO400位までが綺麗に処理を行えます。
最近はRX100を使っていますが私の様な加工を行う場合は不可逆RAWの為あまり向いていないカメラです。コンパクトで手軽に持ち歩けるのとズームレンズが使えるという理由で使っています。
