Most cost effective is probably shooting whatever you already own.
An air rifle is the cheapest, but not if you have to spend $100 to get one.
If you already have a .22 then shoot that. .22 ammo is cheap, and you don't have to invest in another gun.
If you have a .17 and no other option, it would be cheaper still than buying an air rifle. You're going to be shorting a handful of times at most while hunting, so you won't use that much ammo. In the long run it may cost more, but short term no.
There are other benefits to using a .22 or .17 over an air rifle. More rsnge, little bit better take down power, ect.
