You're going to be disappointed. You'll have to compromise on IRS or 300hp.
Some cars to consider 99-01 Cobra (all your reqs but usually closer to 10-12k), 300zx (not quite 300), Mach 1 (No IRS), C5 Bette (gonna have a lot of miles for 8k)
Buy a 5.0 mustang, swap the rear with griggs setup and have money leftover for mods.
