Just paid 18k for an 08 Sti hatch with 99,900 miles and a new engine and clutch with 20k miles on it. Only mods were cold air intake, y pipe, and cobb access port with a pro tune. Only problem i found was the power steering is leaking. Howd i do?

This might not be a result of the boomers but rather the sheer rarity of the boss. the Laguna Seca edition alone only had about a few hundred built if that.
I also thought boomers preferred older muscle not new.
Boss is a legend though and the GT350R will likely be worth hundreds of thousands in the future. Z28 is heading that way is well.

Can someone explain the theory behind a wet compression test?

What do you mean? Why does it work? If you have blown rings or some kind of compression leak, you'll see low compression with a gauge. The reading will be higher if you squirt some oil in, because it will seal the passages that were leaking before, temporarily.
The oil will help if the problem is with the rings, but not if it's the valves, so it can help you narrow down what the issue is. You can normally just hear the problem without doing that though, if it's a big leak.
I have a 96 Chevy Silverado and until this last Sunday she overheated to roughly 80% of the gauge before dropping to an operating temperature and only blowing hot air through the vents for the short time she sat at operating temp before "overheating again. Just swapped the thermostat and filled her back up with coolant (she was really low) ran like a top Saturday and Sunday and today driving her for 2 minutes she legitimately overheated with no drop off. Radiator still has fluid (as nasty as it looks) but just started out the blue today. Any help would be much appreciated....

Also why was it low on coolant in the first place?
You might need to dig deeper. Could be a failing intake or head gasket or possible small external leak somewhere.
