Cops are cops, I wouldn't mess with technicalities. Fuck, I even slowed down to the limit while passing a Ford Ranger that was a service vehicle for a local park because it had roof lights and lettering on the side.

From what I can tell most of them can pull you over nearly anywhere, but can only issue a ticket if it's in their jurisdiction. I live in a weird area where there's a little strip that goes from city limits to unincorporated and back again, if a city cop tries to pull someone over in the city but they pull over in the unincorporated either a Sheriff or CHP gets called in. Probably varies a lot state to state too.

Hey /o/, I am pondering whether I should purchase this car or not. In my reading of reviews, opinions of this car were mixed. The overriding theme of reviews was the unreliable transmission on the automatic model, while the Jetta in this ad is a manual. The reviews for manuals on Edmunds averaged about 4-stars, while reviews for the automatic model of the car tended to fall in the 2 to 3-star range.
Thinking about offering $1200 if everything checks out, would that be a worthwhile investment?

No, they have all of the information they need to take you to court and not only get their title back. You'll miss work, have to hire an attorney and still lose while looking like a total dickbag and having to invest time and money (and money lost due to missing work) to attempt to fight them.
They just can't sell the car until they get the title from you.

I would like to take some cool classic car from 70s or 80s, remove the engine, install some low powered, efficient one that would charge batteries for (a) relatively powerful electric engine(s). I think bmw i8 uses a similar system. Would something like that be achievable in near future or is it too complex to be reliable and not prohitibitively expensive?

Both are really kind of numb and pigfat to drive both from actually driving them and knowing someone who's going to sell their Z4 to buy another Z3.
I'd recommend one of I6 Z3s or an E92 personally.
