It depends on the country getting the aid. There are countries where it makes perfect sense to pay off the locals. For instance, I'm glad the US bribes countries like Mongolia and Djibouti and Uzbekistan, they're strategic. However I'm not glad the US is giving billions to countries like Israel and Egypt, much less the part about still funding most of the UN.

They are currently in arrears based on a 2002 agreement that lowed the amount he US pays from 25% to 22%. I think they still owe 1.3$ billion according to the unsourced wikipedia article but in short they are paying it off. That said, the US has withheld specific UNESCO funding over recognizing Palestine since then.

Here's the thing about foreign aid: It isn't. It can only be spent to buy US-made equipment, it's really a subsidy to the US arms industry more than anything.

The USA is owned by the Rothschilds and that debt is basically a means of them forcing the American taxpayers to move their money around to other Rothschild operated banking operations. The economy in America is basically one big machine that feeds the big bankers around the world under the guise of things like foreign aid, international debt, national debt, etc. The American government has no real choice in the matter because all of their money and in effect power comes from the Reserve Bank and other international banks with strict terms of usage.

It will never stop paying back debt as long as the fiat banking system exists and is owned by a small handful of families.
