There's not really anything that anyone can do with a subcutaneous chip that they can't already do with a smartphone. This is true both for consumers and for the NSA/corporate overlords. In terms of tracking, smartphones already do everything this could do and more. In terms of usefulness for the user, the disadvantages outweigh the advantages. Pulling something out of your pocket a couple of times a day is not as bad as having one of these replaced every few years when the standards for the technology change, especially sense sensors won't be widely installed and you'll still have to use your wallet in most places.

Guy comes into your store, pays with either a severed hand, or a lump of someone else's flesh? Pretty obvious. And I doubt someone resorting to mugging would have the sophistication to be able to implant a chip into their hand without it getting infected or worse.

That's because we don't have enough of it yet, duh. Come on: look at recent terrorist attacks, like Paris and Boston. Those two attacks were both planned by siblings. Look at recent shootings, like San Bernardino and the Millers': both planned by married couples. Clearly it was easier to plan these attacks because the perpetrators could conspire where there were no cameras. If we had cameras inside homes and cars, or perhaps if all citizens were required to wear microphones and occasionally check in with law enforcement, think of all the lives we could have saved!
