Not gonna lie, America would probably be managed better if it were a loose alliance of large regions.
That said, destruction and revolution is counterpoint to progress, because nothing happens during the conflict. If the federal wins, then they get stronger for the next conflict. If the revolutionaries win, they scrap everything and start from scratch. That's not progress in either case.
