I think that this is completely ridiculous and with what they are suggesting I believe is a large violation of privacy due to them stating that they would be working closely with the local ISP's and the NSA. According to current supreme court trends, it's not.
But you have to remember "just because something is unconstitutional doesn't mean they can't make the law."
For a law to be declared unconstitutional, they have to execute it for a period of time, someone has to get arrested/fined, etc, and that person has to sue as far as they have to (ending at the supreme court) to get it interpreted as unconstitutional and thereby abolished.

Regardless, I do in an odd way support Utah's attempts at anti-porn legislation. They're one of the few (only?) states attempting to run itself as its own state rather than be part of the homogeneous blob that the rest of the US is approaching.
