Since, you feel that discussing issues that relate to men is off the table in this council, why not go through a week, a month, a year's worth of city council meetings and chart what was discussed (and if the records are there, what was refused to be discussed) and then tell us whether or not men's issues can or cannot be discussed in this council.
The guy in this video presents his case very poorly. He doesn't start off by saying, "hey, we need to take a closer look at suicide, joblessness, etc. among (poor) white men," he starts off by saying, "we need an international men's day like women have, and this council of mostly men makes it difficult for men to be heard." It is like he was trying to get laughed at.
It is possible that the men may censor themselves as council people facing re-election, however, there isn't any evidence of this and certainly not in this video.
Go through the council notes and see what gets discussed. Chart how many men speak and how many women speak, chart how often the issue discussed is brought up by a man or a woman, look for the amount of issues that are overtly about women or men, and you could look to see if issues you think are important are discussed or not. This would be a great way to present a case that the council is not paying attention to the men and would provide compelling evidence for your argument. It would be even better if you compared these numbers with demographics of the local neighborhood (i.e. which populations are actually in the greatest need, gaining/losing years of life expectancy, gaining/losing wealth/income, gaining/losing whatever you think is important).
If you did this you'd have strong evidence to back up your claim.
