Who's to say they don't think that time is now? I'd imagine the country-wide echo chamber that is NK would eventually start getting into the minds of the higher ups. Believing their own lie, as it were.
Sure, they couldn't REALLY take over the world, but they could really fuck some things up due to a mixture of irresponsibility and an ingrained cultural hostility.
South Korea has watched the norks conventional army strength contract relative the the norks of 20 years ago let alone compared to the still growing South's armament.
The only exception is the norks steadily improving rocketry and nuclear capability but it's an outlier compared to the entirety of their armed forces.

Its china that's really stopping any full fledge military action. But the communist ching-chongs are getting pretty fed up with NK. When China goes "yea go ahead" NK will be like bubble wrap under a steamroller.
