To wit, he probably wasn't sentenced for _stealing_ the poster, he was sentenced for _taking it down_ i.e. for interfering with government propaganda, which in all authoritarian states is considered a form of rebellion, an attempt to ignite the overthrowing of the system. I am not exactly surprised all western media outlets report this as theft, though, because most western people never lived in a totalitarian regime and cannot easily imagine how seriously does such a system take the defacing of their public propaganda materials. The closest analogy would be someone defacing crucifixes during the height of the Inquisition's power.
