They need a boost in their local economy in any way they can get right about now cause their in the shitter (and/or designated shitting street). Buying import panels won't be increasing "competition" so much as it would be bullying out their local companies from having any chance of competing.

I would like to raise a complaint that Indian streets designated for walking and not shitting are being shielded from foreign competition. My proposal highlights the economic benefits of allowing foreign shit to be shat on, not only the Indian streets for shitting and not walking, but also the Indian streets for walking and not shitting. You're reading that when a bunch of countries enter into a sort of "contract" saying that there will be fair competition in regards to import and local purchases then there should be fair competition between local and import purchases. That's all.

If you disagree with the idea, then fine, you disagree with the WTO, but the article itself isn't that hard to understand.
