Airstrikes always hurt civilians. They may hit strategic targets, but they will always produce collateral damage.
With the IS, there are barely any strategic targets. The whole place is a shit-hole. You can't do war against that unless you decide to kill every single person in that area.
War is done against real and organized nations. When you show a real leader that his troops have no chance of winning left then he can surrender and use his influence to stop his machinery of war.
With the IS that can't happen.

Assad's Warlord regime is as bad as ISIS in terms of regional instability, terrorizing civilians, and killing Westerners. This fact has been recognized by the UN, dozens of are experts, and Syrian citizens themselves. Pro-government forces have locked families in their homes and set them on fire, have tortured and disappeared millions of political prisoners, and have released chemical weapons via barrel bombs on residential areas. 90% of Russian strikes are not against IS, they're against Syrian national insurgents. Like the regime there airstrikes are indiscriminate and counter to international norms. One recent Russian strike deprived half a million people of water.
Meanwhile, no one can say this is for the greater good in the fight against terrorism as Assad is still buying IS oil and selling them electricity.

That's mostly because the line between civilians and ISIS is very thin in IS-controlled territories, and because they hide their command and training centers in the middle of residential areas.
