If these petitions approach it from a legitimate safety issue (i.e. "California is prone to earthquakes, which could crack the fission pile and spread radioactive contaminants.") and not a reactionary one (i.e. "Nuclear power = nuclear weapons" or "A meltdown will make the plant explode!"), then I'll agree with what they propose.
