Yes it is, or would be if it were actually possible. That would be a high top speed on a recumbent on flat ground, maintaining that for nearly 5 hours is probably impossible. At least on actually roads, maybe it would be possible in a velodrome where the record is an average of 56mph for 1 hour but it still seems very unlikely.

It takes me about 330 watts on a full TT bike with a disc to go 28.8mph, I'd assume there is quite a few people who could do it on a TT bike. More who could do it on a recumbent, but I dunno. I know for sure there is people who can do 330w for 4 hours.

Smoother surface, no wind, and track bikes are built to go fast in a circle (think Nascar).
Still, 40mph for nearly 5 hours is impossible. To put it into perspective the hour record is 35mph. Even over 1km (not even 1 minute) the record is only just 40mph, and Keirin only just breaks 40mph in the final 600-700 metres.
