First, you need these tools, opé.

Second, you need something that you can tie up. A plastic bag from supermarket will do it. A shoe cord it's fine too, better.

Third, you need to tie the cord in the place number "one" from image. Make it strong and hard.

Fourth, you need to use the tools i told you to force the tire to enter into the rim, leveraging it with caution, trying to not puncture the tube.

Finally, mount the fucking shit inside rim, cm to cm.

I've heard and seen (online) that a number of people have problems mounting these trainer-specific tires.

It may be easier to just go get some cheapo regular tires and burn them up. There is Cheng Shins and Kendas on Amazon for $15; most trainer tires I'm seeing are at least 2-3X as much...

..no, you don't need ANY of that to install a tire onto a rim, and in fact doing all that may damage the tire and/or tube, or maybe even the wheel itself if you screw up bad enough.

OP, is it a folding-bead tire or is it a wire-bead (non-folding) tire? I'm thinking it's probably a wire-bead which is a bit more difficult to install, especially if you're inexperienced (which you are, considering you're calling a tire a 'wheel').

Modern rims are what are called 'hook-bead rims'. If you look at the rim, you'll notice that it's not smooth on the inside, there's a little ridge right at the edge. That's there for the bead of the tire to catch onto, so it stays on the rim all the way around when it's inflated. This is getting in your way.

How you deal with this: You've already got the tire 90% of the way installed, but now friction is causing you problems. What you do is you need to push the sidewall of the tire inwards, which allows the bead of the tire to drop down towards the center of the rim, where the spoke nipples are. That will allow you to work the rest of the bead up and over the edge of the rim. Use the thumbs on both hands to work it in a little at a time until it pops on. Don't use ANY tools when you do this (it's not necessary if you use proper technique), not even plastic tire levers, if you do you risk damaging the bead of the tire or puncturing the tube. It's a little more difficult if it's a wire-bead tire but believe me it's supposed to be done with just your hands.

Kevlar is usually harder to get off and on than steel, and it's not like you're going to pack one in your jersey in case you find a trainer while you're out riding and decide to stationary-ride for a while.
